IJR Review:

Eleven Atlanta teachers and school administrators each face 20 years in prison after being convicted of changing test scores for money.[1]

Fulton County District Attorney Paul Howard brought charges against 35 educators under racketeering (RICO) statutes, which are usually used against mobsters.
Because prosecuting folks who don’t shoot back is usually safer than going after the real racketeers.
